How do we make custom apps on the shopify?

Do we have to make first the draft app on the development account. And is that app converted to the custom app. And can I make a custom application and use it for different clients. I basically want to get products and orders from the shopify store and get that onto my platform Stockarea from where they can fulfill the orders and stuff. So how should I approach in this case?

Just keep in mind, the custom 'app' won't be able to be installed on multiple stores. You could do an unlisted public app instead. See the differences here https://help.shopify.com/en/manual/apps/app-types
