Indonesia Shipping Rate + Shipping Scenario

Hi,

There are only few app which provide live shipping rates for Indonesia, such as Ongkiro, IndoShipping and Shipdeo. However, as far as I know, these apps does not have built-in feature to set shipping rules / condition / scenario (e.g. Free Shipping for certain post codes, etc). Does anyone know how I can have Indonesia live shipping rates and also able to set shipping conditions (especially post codes)?
