In my settings -> taxes, I've put country tax as 9% and state tax as 18% since we have IGST + CGST
But, both my Shopify order page, as well as order printer app, are calculating it at 15.25%.

Yes. Actually the tax rate is correct.
If you want to sell your product for Rs. 100 (MRP) then your tax is included in this value.
If you want to show the bifurcation to the customer then this is how it is calculated:
x + (0.18*x) = 100
x = 100/1.18
so x = Rs. 84.7 (which is your before tax value)
and tax = Rs. 15.25
Now whatever your MRP is, just divide it by 1.18 and that is your before tax value.
Make sure that in your settings-> shipping
Your country tax is 9%
rest of them (except your HQ state and Karnataka) are 18% and that 'show all prices including tax' is checked.
