Hi - This isn't functionality that is currently available natively within Shopify (although Shopify are due to release enhanced email capability, so maybe in the future). For now you would need to use a 3rd party email provider that allows you to create such rules and has an integration to Shopify to get the required data. There are a number of them out there so worth a look around but the one I have used the most is Omnisend, they have an app for Shopify which sends all the required data across to the Omnisend platform and then they have a workflow system that allows you to create those kind of rules.
Klaviyo is another one that is also worth a look.
