@MicRom ... YES! You need to disable tracking protection. What browser are you using? In Firefox, in the Shopify admin website, click the blue shield icon in the address bar, then disable the Enhanced Tracking Protection. The Shopify admin website will reload. Then try to launch this "Terms & Conditions" again - and Accept it. That should work.
If you're using Chrome or other browsers, please look into how to disable "cross-site tracking protection" or something similar. If successful, please let us know how you managed to solve it for the benefit of others
