I run an apparel manufacturer, and I wanted to develop a Shopify app for sock fulfillment. I do sock printing in Vancouver Canada, and there is no one solely attacking this niche.
I would either like to partner or hire a developer to help put this together. Once the app is developed, what does it take to get into the store? and does anyone have a good lead on a developer? Looking at spending hopefully 5-10K
Have you tried posting this in the Shopify App Developers group or Shopify Partners? This may be a good place to start searching for a developer, though I strongly encourage you to get references and proof that they have a solid track record and that they have clean coding. Most importantly, hire a developer who is knowledgeable in Shopify – I know of a negotiated rates provider who outsourced their development to the cheapest bid and the developer has no absolutely idea what they are doing. Tens of thousands of dollars later and their app got rejected.
A great first step to find out the requirements to get into the Shopify App Store are listed here. Please keep in mind that Shopify rejects a lot of apps that don’t meet their criteria, but if this happens you still can sell privately to merchants.

While it would be a bit different than a direct partnership, if you wanted to instead hire a developer to create the base app, you could also reach out to a Shopify Development Expert. These are trusted third-party designers, marketers, and developers who have proven to be reliable and knowledgeable about the Shopify platform.

Before you do that, please checkout my app Simple Purchase Orders to see if it help you out. It allows shop owners to set up suppliers and import products and their cost prices. They can then automatically generate purchase orders from orders their customers make and it will import all of the items they order and their address and email to you as their supplier.
