Hi @Caesar666! Gabby here from the Community Engagement team at Spocket.
Were you able to find an app for your store? You posted this on May last year and I was thinking that you might have found an app that fulfills these for you.
In any case, I'd like to invite you to check out Spocket as the platform offers the features you listed down. Let's start with importing.
Once you register as a member and choose to subscribe to a plan, you'll be given access to our catalog (you can also access this as a free member but you won't be given permission to import). Here's a step-by-step rundown of the entire process:
1. You can tweak the smart filters made available to you on the catalog to find the products you need for your store.
2. Once the results show, you just click on an item that you intend to add to your store, check the information, and then proceed to click "Add to Import List". You can do this as many times as possible depending on how many items you need to add to your store.
3. Once you're done adding products, you click on "Import List" on the menu to the left, and you'll be redirected to the page which will show all the products you imported. From there, you can tweak the information of the product such as its variants, price, inventory etc. For bulk orders, since you don't need to have items as inventory since the items will be shipped from the suppliers warehouse, you don't have to worry about the inventory count as you have the power to modify this. Here's a video that best explains this: Product Customization
In terms of tracking, once you place an order, the supplier will receive it and process everything for you. In the process, they give you a link to the site of the carrier they used so you can track the order. Members from the Spocket Customer Support team are also available to assist you should issues arise with the order. You can contact them via live chat or by sending a message to firstname.lastname@example.org.
If you're interested, you can learn more about the platform by hopping on over to Spocket's website. From there, you can view all the features that the app can offer you and your store. Hope you can find the time to check us out and possibly join our growing community!

I'm not sure if you found a solution but if your 3pl provider has a way to export the tracking numbers to CSV you can upload them with our app, EZ Fulfill, Even better, if they can export the shipped orders to an FTP, SFTP server or even Dropbox our app has automation that can pull the files based on the filename, mark the order fulfilled and update the tracking numbers.
We also have an app called, EZ Importer, that can import your orders via CSV file if they are not in your Shopify store. A lot of merchants have had success with this process.
I hope this helps!
