We're now working on a solution we're calling "Shop Restrictions".
We will release a public version of the app that will hopefully help. However we understand each merchant is unique (geographically) which is why we're offering a custom app version. Feel free to inquire more and happy to answer your questions regarding pricing and demo firstname.lastname@example.org.
How it works: After installing choose a restriction type "account" or "order". You can then select the zipcodes that are restricted.
On your storefront: A pop-up or embedded message to handle success or error.
Before or After Checkout: Shopify Plus customers can have the restriction apart of their checkout. Inquire about a custom app for After checkout. For most the validation would occur before checkout.
Restrict Accounts: This is the same idea just for the account registration form

With this app, merchants can add a popup or homepage section that asks buyers to enter their zip code and validate that delivery is available in their region
Apart from functionality you mention, app also helps you collecting customer email addresses from non serviceable zip codes which then could help you to decide your next zip code to launch.
very cool. Does it use Google Maps or geolocation browser API? I'm seeing a lot of these category apps use static postal code entries or using some kind of postal code shortening. Our app shoprestrictions.com uses Google Maps API to make it super easy to add cities or postal codes that you accept orders from. All the postal code setup is on one page, it's literally that simple.

Hi we have a challenging task for you. If you are up for it. We started 90days ago this site called fastandfresh.in . We supply fresh Fruits and Vegetables. We are started doing deliveries in Noida and Greater Noida. Soon with word of mouth we started to grow and people from Delhi started placing orders and we had to cancel them and give their money back. What we want is the customer to enter the pincode and the system should either accept it or reject it. Once this is done then the system should automatically register his IP address and should not ask for this validation again.
Also the preregistered customers updation should be done automatically so that they dont have to go through the task and all those pincodes can be added automatically in the pincode list.
