Adding Extra Text Box To Checkout Page

Hi there...

What with the Brexit import taxes rules coming into effect, I need to add extra information to the checkout flow for customers in the EU, namely that they will now need to provide a phone number with their order to prevent delays and that they will be responsible for paying the import tax in their particular country to the delivering courier. Is there anyway to do this?
