Adding a bottom border to the header (and top border to footer) that is an image 25px height

Hello, 

I would like to add a border to the bottom of the header and the top of the footer, problem is I want it to be a 25px height stripe graphic I designed with my brand colors. How do I add an image bar in these sections?

I would like to use wither of these 2 stripe images unloaded to my site files. One is slightly larger than the other.
