Changes to footer font colour and layout

Hello, need help with the items listed below. I am not sure how complex some of them might be but need help getting them implemented or information on how to do it in the form of 'coding for dummies' because I don't have much experience in this.

I also need the footer tidied on the mobile site so they don't all appear in a line and the information tab is moved across in the same way as on the desktop site.

That's a lot of tasks. Share your store URL and I might be able to give you some directions. BTW how experienced are you with CSS coding?

Not very experienced, I can do the basics if explained step by step (ie. I
managed to add the disclaimer and can increase the font size on the header)
but happy to pay to get it done depending on the time and budget. I know
some of it is quite tricky. More about getting the spacing right, having a
different coloured header front and centralise the disclaimer to look more
professional and tidy.
