Custom cart page - change the text below Notes

Hello everyone, 

In my cart page I have the possibility to leave a note before order with the inscription : 

"Add special instructions for your order..."

I would like to change this sentence in order to let the possibilty to my customers to add a message with their purchase. 

My theme (Wokiee) doesn't allow to change this, if someone could explain me how to change the code to do so it would be great.
