Help with custom banner sticker!

I would like to make a small banner that will stick under the header in my store. It should look something like this:

And will be used to showcase my store's terms and such. Is this hard to implement? I am using the theme "Prestidge" by maestooo.

yes, It can be done by doing some code customization. Please take the help of a developer and hire Shopify Expert or me
