How to add Animated Section blocks??

I'm currently been figuring out how to make animated tabs like the "milestone" section on this website:

I've been inputting codes and trying to link css/js but it also doesn't seem to link.

Any help appreciated!

Have a look at this quick codepen that I shamelessly flogged and adapted from here (hats off to original author). Just be sure to wait for jQuery to be loaded on the window.onload.
