The email will always be sent to the email address setup in the Admin settings. You can not choose to send the email to a different account in the code.
Your contact form sends all submissions to the Customer email address of your store. You can change the customer email address in the general settings of your Shopify admin.
If you need to use a different email addres and don't want to change your admin settings you might want to look at server side redirection or third party forms (like wufoo.com).
