Move Scrolling Announcement Bar under Slideshow on Homepage

Hello everyone!

I need a little help. How do I move the position of a scrolling announcement bar on the homepage? I'm using the Icon Theme but I can imagine other themes may have a similar set up. It's not like the other sections where you can just drag and move them up or down. This particular section is fixed in this position. Any help would be greatly appreciated!
