Password.liquid file in place but default password page is shown instead

I have been trying to edit password.liquid (as I have done so many times) but for some reason, no matter what I try, customers still see some default generic password page:

I have tried editing to a very simple layout...

<body>
   <div id='container'>
        <h1>Sí... muy pronto</h1>
   </div>
</body>

...or even deleting the file, but still see the same page shown above.  However, I noticed that if I go to the theme customizer and select 'Password page' I am able to see the layout corresponding to the file.  How is this possible?

I'm about to think this is because it's October 31st and I'm being a victim of an evil spirit trying to ruin my night.

you have to make the change in theme under the layout/password.liquid  make sure you have an active theme on that store

which theme active in your store?

Thanks @ErSanjay

I've tried in both layout/password.liquid and templates/password.liquid. I also deleted both files.  What's weird is that on the 'customize theme' screen, as admin, I can see the password layout as intended but when visiting  the site as customer I get this generic, password layout.

This is a heavily modified Turbo theme by Out of the Box on Chicago style.

@zJorge makes sure, you are editing the code in the current publish theme.
