Reducing padding/margin on Rich Text Section

Hi there,

I am using the Palo Alto Theme. 

I have been researching past posts on this topic and many of the instructions suggest Go to Online Store->Theme->Edit code->Asset->theme.scss.liquid and add a piece of code to the end of the page. In my Asset menu I have two options (theme.css)(theme.dev.css). Are either of these what I should be using?

What I would like to do is reduce the padding/margin in the rich text section of my home page as well as the testimonials section of my homepage. Thanks for advice.

sorry I don’t follow your response? Which theme Asset is the one I should be using to make adjustments? 

As mentioned I do not have an asset named theme.scss.liquid. In my Asset menu I have three options (theme.css)(theme.dev.css)(theme.js)
