Regarding customisation of 404 page

Hi, I am working on 404 page and I am trying to add header and footer to my 404 page but the thing it's not showing up I don't know what the issue is , I got four sections in my 404 page header, call to action , banner and a footer. Both banner and call to action are showing up but I can't able to see the header and footer. Someone please help me out
