Scripting Emails for card_declined

Hopefully this is the right place for this. I am trying to come up with an email that notifies the customer that their payment didn't go through "can you come back and re-verify or update your payment method."

This would be done through the abandoned cart if the access is possible, or perhaps a .liquid snippet hooked in somehow to the email system?

The code needed to make this work is here (according to a Shopify rep)
