Some Users Not Seeing Custom Fields

A user in Australia is seeing the generic background instead of the custom ones we've put in place. When I check it from other locations, it all seems to work correctly. She's on Android. I'm on an iPhone - can that cause a difference? How do we correct this?

Could it be ad blockers? One person turned off UBlock Origin and the image appeared for him. Another, no luck on a Pixel .
