If i have only local delivery, is there any way to delete the sections of County and Country from the checkout page?

Shopify gives you some ability to set up a local delivery option in your 'Shipping & delivery' settings. You can read about it at their help center here.
There are some limitations with the native Shopify Shipping solution. If you find you need greater control over localized areas, and if you're open to using a third-party solution, Intuitive Shipping lets you create sub-zones with postal codes/ zip codes. By creating a sub-zone Condition Group (made up of either individual postal codes, ranges of postal codes, or a combination of both), you can name the sub-zone Condition Group whatever you like - e.g. 'ABC County', then apply it to a Shipping Scenario as a Condition.

Yes. I already have Intuitive Shipping installed. Great app by the way.
But the problem is on the checkout page, because i set up for the client to select the delivery option by the city, not by the postal code, because all the cities(small cities) are very close each to another. So in this case, is useless for the client to have the option for selecting the county and the country.

I think I understand what you're saying - you want to remove the country selection from the checkout page? So it's not visible? If that is the case, I'm not sure Shopify lets you do that. It might be possible to do it with a custom theme, so you may want to contact Shopify directly to see if it's possible.
My original suggestion was just to limit shipping options at checkout, so my apologies if I've misunderstood.
