The captcha that appears when creating a customer account will only disable if the IP has attempted to create more than one account within a 24 hour period. It was implemented to help reduce the number of fake/bot accounts merchants were seeing. The captcha can only be disabled through tools that Shopify Support has access to as we do not currently provide the ability to disable the feature from within the admin.
If you would like the captcha disabled for your store, then it would be best to reach out to our support as the forums community is not a regularly monitored area. For a quicker response, resolution, and better user experience, you'll want to reach out to us through our help center.
