how to modify theme Cookie Popup??? Help

Originalwished look

As you can see below in the picture I edited the cookie banner with photoshop (the second photo) you can see also the original one(the first photo). I want the cookie banner to have 2 buttons and the "X" to be removed. I also need to put the banner in the center of the page and the customer should not be able to continue without choosing one option in the banner.
