The client I'm working with has a product distributor in Germany, and they have asked that no online sales be offered to German residents. I will of, course, turn off shipping to Germany and make note of that on the shipping details page, but I was hoping to go beyond that.
I was hoping to either have translated landing/pop-up page that shows only to German based IPs, or even a complete redirect elsewhere.
Given that we have limited (no) access to hosting details, I'm assuming that both of these ideas are not feasible.
I'd be happy to hear of ways to go about accomplishing this if there are any, and I'm also open to other suggestions.

Currently the only way to block an IP address from 'entering' your shop is to do what you said above by simply removing that country's specific shipping rates. I've not seen this done yet on a Shopify store- but when I do it will be glorious!
In the meantime, and aside from disabling shipping rates, there are a few apps that can assist with this, but again, the IP address is only looked at during the checkout experience:
