At the moment, we cannot make any edits to the checkout process, including merging any of the steps in the checkout to one page instead of two. The reason we cannot make any changes to the checkout is to make sure it is always kept safe, secure and PCI compliant. So once a customer moves passed the cart page, we would not be able to edit/customize the checkout this for you, I'm afraid.
