When we make a draft order, it says that the items are reserved until a date specified, but it still shows the items as available on the public side. What else do we need to do to actually reserve those items for that customer while we wait for their invoice to be paid? "Track quantity" is enabled on all our products.

Same. Shopify support seems to alternately say either this problem doesn't exist and/or that function doesn't exist. Neither makes any sense.
I'm quite new to Shopify and this is one of the first requirement my Store Owner was asking me on how to proceed to complete this business process.
I found a workaround that seems to work, which is to create a manual order and Mark As Pending. It takes it out of inventory, I can fulffill later and receive a payment later.
Does this workaround generates unwanted behavior? I'm not sure but it seems to comply with this requirement...hopefully! Feel free to provide input and feedback if you have any.
