This varies wildly theme and any apps bein used.
Confirm that this isn't a manual theme setting with static text for the cart.
Clarify if your using an app with discounts or to show that message.
If neither of those are the source of the problem this could simply be a cache issue and you need to just wait for either the CDN to update, or you need to clear your browser cache(try viewing site in incognito|private-browsing modes).
Beyond that you would need to inspect your themes cart templates for any logic errors.
