We offer all of our merchants 24/7 support. If you go to this page and click Contact Support you will be prompted to either login or continue without a store. Once you have selected an option you will be asked to ask about a topic. Search for your query and relevant help docs will populate as well as the option to proceed to live chat or email. You can also reach our Support team @ShopifySupport on Twitter or through Messenger on Facebook here. Merchants are only ever banned or blacklisted is they are continuously abusive to our support staff members and will have been warned that if they continue with that behavior that they will be blocked.

I'm having a similar, or the same, issue.
There are websocket errors in the browser's developer console on this page https://help.shopify.com/en/questions/plus-merchants#/contact.
I'm using a Shopify Partner account (it's not this account that I'm posting from). Selecting any option just causes more errors to appear.
These are the errors found in the console:
WebSocket connection to 'ws://localhost:8000/socketcluster/' failed: Error in connection establishment: net::ERR_CONNECTION_REFUSED
remote-redux-devtools: Socket connection errors are being suppressed. This can be disabled by setting suppressConnectErrors to 'false'.
m code: 1006 message: "Socket hung up" name: "SocketProtocolError"
