Someone keeps creating new names and emails and ordering items. They wait a couple days and then submit it for chargeback. I already don't make a lot of money from here, so this doesn't help at all.

You should change your Shopify settings to accept payments manually for review so that it gives you some time to look at the order before capturing the payment. You might also want to enable all customers to have required an account so that you can also have the option to disable accounts to make it more difficult for bad-actors to keep making orders.
