Insert a pop up when a person adds something to their cart showing we have "gift wrapping"

I am able to create custom pop ups with my email provider through flodesk to collect emails, but my question is, is there a way to add the custom code within shopify that when the person adds an item to their cart a pop up will be triggered to let them know that we have "gift wrapping" available and if they want to add it? and or to show them a complementary product?

I am wanting to code this to my site. any help would be appreciated
