Insert language about coupons and final sale on products on sale

I'm trying to figure out a way to insert text such as "coupons cannot be used on sale items, all sales final" on the product page of each item that is on sale. 

I can do very, very, very (did I say very?) basic code.  I tried this below, and obviously I don't know what I'm doing, because it didn't work.    What's my best bet?

 I did find a workaround under Languages, then the Cart tab:

However, now I have this weird symbol popping up right after the sentence, and I don't know how to get rid of it:

My solution didn't work....

It ends up showing this message on every single item, not just sale.

SOLUTION:

I emailed the developer of my theme (Loft), and they kindly fixed the code to do exactly what I needed!
