How to handle undelivered online purchases in South Africa?

I was just curious who do I reach out to when I have paid for an item on an online store and couple months go by and I still haven’t received the item, I am currently in South Africa and I paid for the item in dollars so when the cash is converted it adds up to a quite significant amount
