I've done this for a bakery before for local delivery type of thing. Basically you need to validate this in the cart before you let the user checkout. I just used jquery validate and a simple form to grab the zip code of the user and compare it to what zips are allowed. http://docs.jquery.com/Plugins/Validation#Example
We run a mattress store, and have some restrictions on the pincodes where we can deliver. I was hoping to use this solution to inform my customers in case their location is outside serviceable location.
Can i see any working example of this solution, so that I can show the same to my developer.

It doesn't restrict orders but what it does is it makes customers aware of your service area. Do you mind checking it out and see if it fit your needs? With this app, merchants can add a popup or homepage section that asks buyers to enter their zip code and validate that delivery is available in their region
Apart from functionality you mention, app also helps you collecting customer email addresses from non serviceable zip codes which then could help you to decide your next zip code to launch.
