So from my understanding, an invoice has been issued and you can not pause the store until this has been paid. Just to confirm, would you like to close the store, pause it for 3 months (for free) or pause the store for $9 per month so you can still build and access the store? More information regarding these three options can be found here.
In addition, before making any plan changes, I'd recommend duplicating your stores data as mentioned in this guide as having a backup of your store's data is always a great thing to have.
