We ship products in a specific sized boxes. 12 is the max that can fit in a box. Right now they have flat rate shipping per box no matter what the quantity. The price varies across the country(US). So let's say someone buys 15. The shipment would go out in two boxes and would need to be charged double the shipping cost.
1-12 current shipping
13-24 - double shipping
There is an ideal solution to his scenario - each item would be given a point value based on size ( 10 10 10 = 1000 point value), then the box would be given a point value as well (all the boxes you allow for shipment). the system would know if there is 1 item, then a box with PV 1000 would be chosen for the shipping rate. If 2 items are added, the PV would need to be 2000 for the box - the shipping rate would always be accurate based on the box size chosen and total weight. Would you like to discuss in more detail? Another option, in this case, might be to create a shipping method based on just quantity per box, or in this case for every 12 products, create a new box with preset dimensions.
