Refund not working because I do not have a verified ACH

Hello,

I have just tried to issue a refund and Shopify is not allowing me to do so because I do not have a verified ACH.  

The payment was done through paypal and this is the first time I have had this issue.  I have tried issuing the refund via Paypal but there is no refund option.  

I am not sure what this is even about to be honest nor how to go about it.   Any ideas?

Any help will be most appreciated!

This error message is coming from the Paypal gateway. You will need to contact Paypal to correct your bank information with them

I got the same message. My intent in refunding is to return funds paid to Shopify that I have yet to receive.

If I understand, PayPal has insufficient access tobfunds from me to refund my customer? My question is, when I fix the issue with PayPal, does Shopify keep the money paid by my customer? I am confused?
