Remove delivery option from checkout

How would you go about adding a hand delivery option for draft orders, but not have the option populate on customers checkouts?

Hello Natztech,

Unfortunately providing a URL won't help because I don't want to offer the ability for our customers to choose that option so it can't be live.
But here are some screenshots that I hope will help.

When creating a local delivery option I'd like it not to show on the checkout page.

But we do want it to show when creating a Draft order:

But the exact opposite happens.
