Shipping Costs Inconsistent

Can someone provide me some insight on this:

Product 1: USPS flat rate box to Location A (3 pounds)= $4.90

Product 1: USPS flat rate box to Location A (Changed to 7 pounds)= $19.90

USPS website says that flat rate box rate is $11.30

Can someone explain why I am calculating 3 difference prices on a USPS Flat Rate Box

Are you getting these rates at checkout for customers or are you getting these in admin when creating a shipping label?

Where do you have the flat rate box selected? Can you share any screenshots?
