We have been using paypal for a few years without any issues but off late, we have started seeing issues with paypal express checkout.
Nothing has changed on Paypal, the issue comes up when a user pays through Paypal and does not have their "COUNTY" information under their shipping information
Shopify shows a warning that the items can't be shipped. I have reached out to the support time numerous times but there is no clear resolution in sight. Is anyone else facing a similar situation?

We have the exact same issue. You can enable the express checkout buttons on cart page and hide them so the customer doesn't have express checkout options on cart and neither on checkout pages.
If you require phone numbers for your orders to be completed, use this guide https://help.shopify.com/en/manual/payments/paypal/require-phone-numbers and turn the option off. This will make the customer manually enter their phone number before they go to the shipping page, and if the county is left blank it will show an error for that as well.
Other than that, I don't have a solution.

The customers can still pay with Paypal on the Payment page, at least with us.
The only problem is the Express Paypal option, which automatically fills all the customer information (yet misses the county and doesn't inform him that it was left blank).
If the customer manually enters all the information, they will have an option to pay with Paypal at the last checkout page (payment).
You should just hide the express Paypal option, not disable Paypal entirely.
