Shipping rates for greeting cards

Hi all, We have set up a product rate for greeting cards so customers pay less for shipping. We have a flat rate set up during covid for all other products. However the shipping defaults to flat rate in cart despite setting up a product based rate and adding exact weights to the product page, Anyone had this and know how to fix? We cannot access these rates to edit them now either?
