Shipping rates not being applied

Hi, I have set up shipping rates for overseas customers but they are not being applied to orders. Is it because it is only looking at the invoice address? As the order was placed from England but the shipping address was overseas but it applied the England rate. Thanks.

Hi, the store is at www.aeparts.co.uk 

It has been running over a year but we just recently changed shipping costs. Just wondering why the delivery address on the order was Ireland yet it only put the UK rate in.

Could you let me know the order number in question here, so I can cross-reference your settings against this to see what might be happening here?
