Shop gone inactive when shop owner subscribe to new recurring plan

When I finished the shop development I transfer the shop to its real owner and then he subscribes for a recurring plan and the shop goes inactive. It's very uninformational.

support chat couldn't help then the issue escalate to a new team and the new team doesn't respond.

How many days does it take to resolve the issue? The owner of the shop has also posted a message. No reply given anyway.
