Julie here from Shopify Support. I'm glad to hear that you're looking to set up Shopify Payments and I'd love to lend some insight.
First off, where are you located? In order to use Shopify Payments, you'll just need to ensure that your business is based in a region where Shopify Payments is supported. We have a list of countries where Shopify Payments is available here.
If you are located in one of those countries, but are still not seeing Shopify Payments in Settings > Payment providers, then you'll want to double-check your store address in Settings > General and ensure that you've properly entered your complete address there, paying close attention to the "Country" field.
