A development store is not an unlimited free trial. A development store is for the purpose of a partner/expert creating a store for their client.
You won't be able to sell products to customers whilst the account is a dev shop. The order limit is for test orders.
If this is your store and not actually a development store for your client you should be on a proper plan. You will have the limited amount of orders to make sales - but again - this should be more for testing.
Is this for testing for your client or are you just using a dev account as a real store?
Even if it works that's not the intended use. You're taking a risk here, and I would assume putting your partner account as risk as well if you're using that to spin up free short term use stores. You should talk to Support or your Partner Manager (if you have one) directly.
