Staff Order Notification Not Sending

I am not receiving notifications for new orders. I've tried several different email addresses. I've sent the test notifications and they arrive instantly, but no order emails. The customer is receiving the new order email just fine. What am I missing here?

Is your recipient set up to receive notifications from "All"? Because I was just trying this by location, and was experiencing the same thing as you. 

per Shopify support - if the order is placed through your online store, it does not distinguish between physical locations for notifications. So for us, this is a useless feature I can't quite figure out what this option would be helpful for....
