Sometimes when merchants select a plan, Shopify's system will close the store so that it can be manually reviewed. This only occurs for new accounts created just so we can verify the account is compliant with our Terms of Service. Going by your screenshot and description, I do believe the account is under review.
When you have a moment, please contact our support here for assistance. Our support will be able to authenticate your account and will make sure the account is being reviewed by the correct team. If you don't reach out to our support directly, your review might be cancelled as the system may mark the store as a "bot" account, so when you can please do make sure to contact our support.
