Karlie here! These issues would need to be looked into by our support team via email so we can properly verify your account and look into your account settings for you. What you will want to do is get in touch with our support team by using our Help Center. If you scroll down to the bottom of the Help Center page, you can click on the button 'Contact Shopify Support.' If you are experiencing issues logging and cannot use the Help Center, then be sure to click on the button, 'Continue without logging in' which will allow you to follow prompts to speak to our support team via phone, email or chats. Our team would be happy to help look into this for you.
