Unable to edit order (invalid billing address)

Hello, I seem to be having issues with one of my clients stores, in that no orders can be edited due to the following message displaying.

"Orders with an invalid billing address can’t be edited"

I have checked the addresses of multiple customers and there does not appear to be any issues with them, all are valid. The site is using Shopify Payments and the products are not physical. I am also logged in as admin.

There is no information I can find on the link provided in the email to do with "invalid billing address" so I am a little stuck and hoping for some advice.

Just ran into this as well. This doesn't make any sense. Why can I not modify the quantity of items in an order which will end up with the same total amount so no billing update would need to be made? Ridiculous
