Asked this to Shopify team and received an unacceptable and irresponsible answer:
"Hi there, Please consult independent legal counsel for guidance regarding applicable sanctions.- The Shopify Team"

That's not ok... I can't find anything about Iran or sanctions in the policies, and yet I can't choose Iran as my location!
